Give the model the sources and the schema, then treat its 60-70% draft as a starting point. The remaining work contains the detail that decides whether a person completes the procedure or goes home. A practitioner must check the sources, add the missing forks, and maintain the result when the procedure changes. Generative admin tools fail when they publish the draft. They work when a human who has stood in the queue finishes it.
