Andrei's SEO sketch was specific enough to steal. People do not search "Romanian administrative compiler." They search a situation, a car brought from Italy, from Sardinia, a child passport, a rent declaration they cannot find in the ANAF menu. A page that names that situation can win a long-tail query the ministry page is too generic to take. The same logic extends to publishing a guide when an institution is in the news, while the index is still moving, and to becoming the citation ChatGPT repeats. Programmatic SEO is not a thousand thin pages. It is one honest plan per messy case, generated from the same JSON the user would walk. If your product is a recipe, the URL should be the recipe. If the URL is a category, you are competing with the ministry.
